What Business Owners Need to Know About Cyber Insurance in

After several years of steep premium increases, cyber insurance pricing has entered a more stable phase. For 2026, industry analysts predict price changes between -5% and +10% for most policyholders. For small business owners in Delaware, Pennsylvania, and New Jersey, that’s great news, but it doesn’t mean the risk has gone away.

In fact, cyber threats have become more sophisticated and more costly even as premiums have softened. Understanding what’s driving the market, and what insurers expect from you, can make a meaningful difference in what you pay and what your policy actually covers when you need it.

What Types of Cyber Threats Are Hitting Small Businesses Hardest?

Two threats stand out heading for 2026: ransomware and shadow IT.

Ransomware, malicious software that encrypts your data and demands payment to restore it, has remained the leading cause of cyber insurance claims for years. While the total number of attacks has declined slightly, the cost per incident has surged. The average ransomware claim reached $1.18 million in 2025, and the median extortion payment doubled in just the first two quarters of that year. Attackers have shifted focus toward smaller businesses, recognizing that they often have weaker defenses and fewer resources to recover without paying.

Shadow IT is a less obvious but equally serious concern. It refers to the tools, apps, and devices employees use for work without formal approval from your IT department, think personal cloud storage, messaging apps, or unauthorized software. According to IBM, one in three data breaches involves shadow IT, and breaches connected to it cost an average of $4.88 million. For a small business without a dedicated IT team, the exposure can be significant and easy to overlook.

What Can Business Owners Do to Improve Their Coverage Position?

The cyber insurance market is increasingly separating businesses that take security seriously from those that don’t. Insurers are offering better rates and broader terms to policyholders who can demonstrate basic cybersecurity controls.

Here are steps that matter most to underwriters right now:

  • Multifactor authentication (MFA): A second layer of verification when logging into business accounts. Many insurers now require this at minimum.
  • Regular data backups: Stored securely and tested periodically, so a ransomware attack doesn’t result in permanent data loss.
  • Endpoint detection and response (EDR): Security software that monitors devices for threats and responds in real time.
  • An incident response plan: A written plan outlining what your business does if a breach occurs. It doesn’t need to be complex, it just needs to exist.

Businesses that lack these controls may face higher premiums, reduced coverage limits, or higher out-of-pocket costs (called retention) when a claim occurs. Those that document their practices and stay current with insurer requirements are in a much stronger position.
